I don't think Vista does the View as a Web Page thing for folders that Win98 did. That was designed to provide you additional information about the files in the folder and links on the side of the page to various MS help sites.

My opinion is that you don't need that view in Vista as the side bar in Vista Explorer provides links to both favorite links and the entire folder tree. The bar at the bottom provides detailed information about files or directories when you hover over them. The menu bar at the top connects you to most of the things you want to do with the files (change views, burn a cd etc) and the help button connects you to online and offline help.

In short, I think you have more information and options available to you in the Vista Explorer view than in the W98 web view. If there is something specific you are looking for that you don't see, maybe I can help you find that.
