Assuming that you turned off the afore mentioned items and it still doesn't work 
we need to look at details. What type of service, devices, company hooked up to, 
everything you can think of. 
Also Open Network Connections and what ever device you are using there. Click on 
properties and you should see 'Connect Using' and your device in the window. Click 
on configure. Then click on advanced. Look for anything that has "IPv6" in the line 
and disable it. It will be years before you need IPv6 and that has been causing some 
malfunctions.

Give me you data I will probably want more later.
