How do we grasp and use the toolbar in Vista?

I searched for this issue all over the Net and here as well. Might be here nested somewhere but didn't find yet. The toolbar is intermittent in how it responds. Sometimes if I try and use it the whole ****** window closes. Or minimizes. Try and grasp it again to manipulate, and it pops open but the scroll bar does not move. Only options sometimes are open and close. Or close and open. So--is there a setting that allows me to grasp and manipulate the *****ing toolbar that does not also close the window at the same time????!!! Every time I try the window closes. In fact it just did it now typing this message when I attempted to adjust the screen. Thanks for any help you can render. Also--as a matter of principle---can I just remove VISTA and replace it with something that actually responds to human beings commands---like XP, if loaded on a laptop?? Or is that too much risk of losing important files.
