This worked for me:
Right click on folder.
Pick Properties.
Pick Security.
Pick Advanced.
Pick Owner.
Pick Edit.
Select an owner under 'Change Owner'.
Select 'Replace owner on sub containers and objects'.
Select OK.
I am guessing that the owner you select needs to be
your account. Not the administrators. Although your
account may also need to have administrators rights.
My files/dirs were owned by the administrator account
which should normally not be a problem. But in this case
was the root of the problem.
I experimented. Changing ownership back to administrator
made the 'Read-Only' show up again. And changing back
to my account made the RO disappear again.
FYI, although all of the files and dirs said that they were
RO in the File Explorer, they were not really RO.
I could use the cmd tool and run 'dir /A:R' and 'dir /A:-R'
to see that there were not any RO only files and dirs
to begin with.
Also, this problem, for me, is only showing up on files/dirs
that I copied from my XP hard drive.
