Installing a scanner driver wouldnot slow up the operating system, so that reason
is ruled out.
2nd- Did you install from a vendor supplied CD or a copied CD? The current situation
could be a malware problem.
If system restore is not helping and that feature keep showing error, I suggest you
to start backing up your files to a different partition or DVD and then get the system
checked up by a tech. You may expect the worst as a reinstallation of windows.
If you have Vista DVD with you, another thing you can do by yourself is, do system
repair with it. Boot from the DVD and select system repair.
