Try net speed after disconnecting the scanner from your comp. If speed improves, then I think the modem driver and scanner driver are conflicting at IRQ or DMA channel levels. I advise you to get your comp checked by a tech rather than fixing registry by yourself. None of the registry cleaners are reliable.
