Unless you are person whose lost seconds meant millions in business, I dont find 
any reason why 15 'seconds' should bother you as much to post a comment here.
Try arranging your table each time while putting your modem on. Maybe 15 seconds 
will fly by quickly.
As far as I know high speed internet will take some seconds to register itself if 
modem is put on each time and the time depends on the modem specification than Vista
