Now I know this has been posted before and I've read just about every post I can 
google on this issue to solve my problem but so far have had very little success.

I'm having issues with my sound crackling, it is not a constant crackling noise like 
most I've read. It only happens when I scroll up and down or sometimes when I open 
and close some apps. It's very noticeable when listening to music. I can hear it 
(faintly) when no music is playing and it doesn't bother me at all.

I never have any issues with my sound while playing games (Such as CoD:4, WoW, ect.). 
Sound is crystal clear and no crackling or static like noise ever.

Here's what I have tried:
- Changing power options to High Performance (Helped some)
- Changed sound quality from DVD to CD quality (No difference)
- Updated Sound and video drivers (No difference)
- Installed a new sound card (Needed one anyway, and no change)

Those were the solutions that I have found from my google searches. I also have a 
USB headset and also have the crackling issue while using it, so it's not my sound 
card or speakers causing the issue.

This is either a software issue or for some reason my PC is having issues running 
Vista. But I don't understand why I would only be having the issues when on the desktop 
and not while in a power hungry 3D game. 

Here is what I am running at the moment:
-Windows Vista Ultimate
- Intel Pentium 4 3.0Ghz (Not dual core, just regular P4)
- Nvidia GeForce 8600GTS
- 2GB RAM
- Turtle Beach Riviera sound card
- eDimionsional 5.1 surround sound USB gaming headset

I'm sure the 2GB is not that acceptable but I don't really believe that could be 
the main culprit here. 

If anyone has any ideas that I have not tried please let me know, otherwise I'm heading 
back to XP till I decided to upgrade my PC and move on to Windows 7 after a few bugs 
get worked out (I'm sure there will be plenty)
