Vista has the ability to communicate with server networks so that the network can
examine the condition of the Vista computer to see if it meets certain criteria for
admission to the network, for example:
1. Does the Vista computer trying to connect have the latest Windows Updates patches
installed?
2. Does the Vista computer trying to connect have a functioning, updated antivirus
program installed?
3. Does the Vista computer trying to connect have certain group policy settings
installed?
Maybe your ISP has implemented some of these "interrogation" features for Vista computers
attempting to connect. If so that would add some time to the connection process.
XP does not have this ability so if implemented on the ISP network, they would not
be in effect for an XP client so that XP client would be able to connect more quickly.
