Some very basic troubleshooting steps...
To eliminate the possibility that your monitor is the problem, either connect another
monitor to your computer, OR, connect your monitor to another computer. Another
way to tell is to turn on the monitor but keep the computer off, then use the buttons/controls
on the monitor to see if you can bring up the On Screen Display (OSD) that is the
menu for adjusting the settings. Generally if you can get the OSD to come up and
it looks normal, the monitor is OK.
Since you said you can see the BIOS Setup screen for a time and you can get to the
Windows Advanced Boot Options Menu (that's the one where you choose "Use last known
good configuration"), the computer seems to be trying to start into Windows and then
shuts off. It's more likely that this is a hardware issue such as a bad power supply
or a defective cooling fan on the processor heat sink.
To check the fan, open the case and observe the small fan sitting on top of the processor,
or on many older Dells, the case fan inside the green plastic air duct. As soon
as you press the power button on the front of the computer that fan should quickly
spin up. If it does not, the system will detect the bad fan by either its RPM sensor
or by the rapid heating of the processor and will shut off the computer to prevent
overheating damage. Most systems will only allow a few seconds of running without
the cooling fan before shutting down.
If the above two Quickies do not reveal an obvious problem, then take RicerR46's
advice and take your computer to a competent local shop for repair.
