Well, as noted in the warnings before you can do the Reset, the Reset does not supercede 
settings implemented by Group Policy.

Group Policy could come into play in two ways,
1.  Your computer is on or participates in a company network
2.  Malware frequently makes group policy settings changes for just this reason, 
to make changes that are resistant to being changed back by the user.
