Your problem could be your power supply. Make sure switch on power supply is set
to 110 volts (U.S. & Canada).
If OK the power supply might be bad or it might not have enough wattage for your
system.
Use a multimeter to check the power supply for continuity and, if ok, continue following
these suggestions:
(1) Check/reseat the power connector from power supply to mobo (P1/P8) connector.
If P8 make sure black wires of both clips are mated together.
If Ok...
(2) Check cpu cooling method. If a fan and/or heatsink is used in your system make
sure fan is working and heatsink is dust free and making good contact with cpu. Vacuum
(use non-static vac device) any dust from inside case.
(3) Shut down pc and unplug all devices except mouse and keyboard. reboot.
If os boots up normally...upgrade to a more powerful power supply.
If not OK...
(4) I suggest you reinstall Windows. This time perform a clean install of the os
(do not upgrade operating system!) A clean install requires that you first backup
your data to external media (CD DVD Flash/Thumb drive etc). In your case a backup
will not be possible since you cannot access your data.
Installing an os over an existing os is never a good idea.
Flashing BIOS should not be done unless it is suggested by pc manufacturer. However,
sometimes a BIOS upgrade (flash) can resolve hardware issues.
I also suggest you revert back to XP. Your processor and memory meet only minimal
requirements for Vista. (and...why Longhorn?)
