If you have Vista Ultimate or Enterprise, Step one in that link is "Install or Uninstall 
a Language Pack". I do not think it is supported for Vista Home Basic, Home Premium, 
and Business editions in most regions. Try the Vistalizator app shown in the tip 
(yellow box on my pc) at the top of that page.
NOTE: I know nothing of this app, so you may want to search a little on it AND back 
up your data!
