I could not find your issue, only the "keeps wanting to re-install..." one. However,
get free support (North America - see link).
You may want to try renaming %SystemRoot%\System32\Msxml4.dll and then installing
in safe mode if they are very busy. Check that it is restored to version 4.20.9870.0
(the paragraph between the Error message boxes and the "File information" section.
