From your wording I am concerned if you want to move just 'FILES' or 'Programs'. 
Any software that you have to install has to be installed on the new machine. You 
can't just move files. As far as you personal letters, pictures things like E-Books, 
Music and anything that doesn't have to use  an install program to get it to RUN 
on your machine you can just port over without concern.

As far as legalities go there are some concerns. I can help you understand the laws, 
but I'm not and enforcer.  I'm not going to tell you one way or another. Some items 
only allow the use in one place and only once. There is some music that technically 
it is illegal to download to the computer then transfer it to a personal MP3 player 
(actually most new music). Most software you don't own. You own a single use license 
to it. It is a matter of how legal you desire to be. I don't have a clue what you 
have and don't really care.
