You've got several threads running on basically the same question.
There's some clearing up of concepts to do before you start though . . .
You CAN copy your data files - by any method really - CD, flash drive, external
HDD whatever, whenever.
You CANNOT copy your Registry - that will not work and you may well trash
your new Vista installation if you try.
You CANNOT "copy" programs - as another poster has said, programs have to
be installed. So you'll need the CDs, or the download details, and keys.
As for your settings, in theory they CAN be copied using the MS wizard but
in my experience it is more trouble than it is worth in your situation.
On the licence issue, you have an upgrade licence which will allow you to
move from an XP installation to a Vista installation. So if you don't have XP on
your new machine you will not be able to upgrade to Vista on that machine.
Summary/recommendation:
Copy your data from your old XP machine.
If you can install XP on the new one, do so and then upgrade to Vista. Copy your
data over, re-install your programs then learn about Vista's settings and make your
choices.
