Hardware profiles

It looks like Vista doesn't have the hardware profiles feature that we had in prior versions. Does anyone know how to set up two users on a single machine such that they each have different performance settings? One is a user that needs to have all the services and start up items enabled (in msconfig.exe) while the other needs to have a minimum enabled in order to boot faster and have a quick response time as they only use a single app for their work. Thanx!
