Have you done a search of your files to see if that one can be found. With a little 
luck it may still reside in the folder of the program that it is native to. If so 
you can start by finding what program it belongs to. Then I would start searching 
their web site. Unfortunately I find no reference to this dll on-line. 

You can also go through MScongif (type that into 'Run') and set it for a 'Diagnostic' 
startup then restart a few programs at a time after restarting each time. This way 
you can narrow it down rather quickly, assuming it is a startup program that this 
belongs to.
