There are a lot of different things that cause this behavior. In Vista there is some
software that take control and will not let the system shut down till it has finished
its business. This can be anything from updates installing that have been left till
shutdown to P2p sites and you are set for doing a down load and it is busy. Caching
causes some of this and while it is annoying you don't want to loose even more time
during the entire time you are up running so it is best not to turn of the various
caching utilities. You can reduce this though if you don't pay homage to some of
the paranoia ike having to erase al of you history cache at the end of a session.
things like deleting all of the 'Run' and 'Internet' history. Set those types of
things so they don't have to delete all of this when yo start up or leave. If your
system is new and you sessions are short, you can get things to smooth out by turning
the machine on and leaving run overnight. This lets it build the file index that
saves much time throughout you days business. There is a bunch more, but a couple
of good books on setting up Vista could be written on it. Vista was designed much
for the security demands that the government put in place (and a couple of other
things of course). Due to this, much system maintenance and cleanup had to be incorporated.
