I have had experience of a similar problem with XP SP3.
It is probably a driver incompatibility.
First I would get into the BIOS and disable such things as the USB controller, onboard
NIC if any, etc. Refer to your mother board manual as to how to do this.
See if the computer will now boot. If so, re-enable the devices until it does not
boot any more, and you have found the problem.
If none of the above allows the computer to boot:
NOTE this assumes a good working knowledge of how computers are put together - if
you are unsure, get a professional to do it!
Remove all the expansion cards (except for the display adapter if there is one).
Of course shut down the computer and unplug it from the power before opening the
case. Once all the cards have been removed, try powering up the computer and see
if it will boot normally. If it does, you can replace the cards one by one (you have
to power off to put the card back in), and see which one causes the problem.
Once you have done this, let us know what you found.
