mscomct2.ocx - error trying to replace

When trying to install the free PDF Creator (installs as a printer) (http://sourceforge.net/projects/pdfcreator/)
I get this error message, even when running the install exe as an admin, specifically 
(with a right click):

C:\Windows\system32\MSCOMCT2.OCX

An error trying to replace the existing file:
DeleteFile failed; code 5.
Access denied.

The OS is MSV64 with one user account, mine, the admin..

I want to install the program.

Tips appreciated.
