Those resolutions can't be changed. The graphics adaptor has a default resolution
that is specified for comaptibility for all POST (Power On Boot Test) boot screens.
That resolution dates back to the early days of PC's. Windows also starts with
a default resolution for the same reason as it is in a legacy mode. It's only after
Windows starts, loads the graphics driver for your particular device that the user
settings for the adaptor take effect. Your resolution etc are set/changed and displayed
at that time. After Windows has finished booting up, then that is when your monitor
can display as it is a resolution and signal specification that it can use.
What is happening is that your external monitor is incapable of displaying the starting
resolution or can not switch or sense the resolution properly being sent from your
computer. I've seen this happen with less expensive wide screen TV monitors, that
have little or no settings to adjust to the input signals from a computer or video
source.
Check your TV/monitor for any settings that allow 640 X 480 60 Hz (or lower) input.
If none, then you have an incompatibility when the computer starts. Nothing you
can do about it from the computers point of view, unless you have settings in the
BIOS that can adjust the video output, and I haven't seen that option on any computer
yet, again, to maintain starting compatibility when all computers first boot.
