There is no software driver loaded when the computer is P.O.S.T.ing or when you are
in the function starting screens. The resolution is hardware based so that's why
it can't be changed. Only after Windows applies the driver, is the video and video
options controlled through software. At some point, maybe the video device manufactures
will make wide screen P.O.S.T screens the norm when a specification is set, but it
hasn't happened yet.
The VGA mode option when starting from the Windows F menu loads a generic VGA driver
to recover from a defective/wrong/incorrect driver from the last time Windows ran.
If your LCD TV can't display in that mode, then it is incompatible with your computer
when it is booting up and at the Windows startup option screen.
