Empty Start Menu

I ran a search for this but it seems like delete and start menu are the two most
popular keywords in the forum so apologies if I am duplicating. On the other hand
I am fairly confident that no one else could be quite as monumentally idiotic as
I was so hopefully this is a first.
A few days ago I installed a free utility suit to see how it fared against System
Mech before I renewed my licence.
During the install my system (Vista 64bit) froze for a couple of minutes, I assumed
a vista-ism and let it carry on. In the end the install successful sign came up and
I clicked on the start menu to run the program and found something a little odd.
In the All Programs menu at the top were 2 new files called All Programs, when I
clicked on them they expanded into carbon copies of my start menu.
I probably should have rebooted at that point just in case but it was late, I was
tired and just deleted them (I know, I know!). No problem for the time being, I ran
the software used a few other apps, shut down and went to bed. Next day when I booted
up there were no short cuts in All Programs in my start menu, it was completely blank.
I checked my wife's login hers was the same all blank and the folders I deleted were
not in the recycle bin.
I have temporarily fixed the problem by manually creating folders in the All Users
Start Menu folder and creating short cuts for all the programs I can think I use.
I have tried system restore and acronis image but nothing repopulates the start menu.
Does anyone have any idea at all of how to restore the start menu other than reinstalling
my software?
