Okay I am a jerk. I set Recycle Bin to not ask for confirmation, and then like an
idiot, I deleted it a few days later. Anyone know how to get it back?

Well, I have done the same (sure Microsoft is to blame so many people can easily
do it with no intuitive way to restore, but this is not the point - need to save
myself now) - retstored OK, however the icon on bin does not change from-to empty-full
unless you refresh desktop. How to fix it so it automatically refreshes soon as you
delete file/empty bin?

Oh, yea - some diggs and I have found the answer - hope it helps somebody else.
The way to proper restore FULL or EMPTY bin icons is: go the desktop personalization
where you have checked that box to restore the bin itself, select one of the icons
(FULL for example) click "Change Icon", default should be selected among the item's
list, say OK. Do the same fo the other icon. Now it refreshes approprietly.
