Keyword vs. Tag

I haven't seen a good explanation anywhere defining the difference between file "keyword"
and "tag." It appears that tags are searchable and can be attached to all files (e.g.
.doc or .jpg) Keywords seems to appear only in the properties dialog for a jpg file
(or possibly other graphic files.) Are "keywords" something that another program
uses?
