I know i can turn outbound control on in advanced settings (start - run - wf.msc)
What I want to know is, is there anyway I can be notified when it blocks outgoing, 
like it does with incoming?

I have to manually add a rule (x2) for any program that I want to have access to the internet. My old McAfee firewall, although it wasn't great, would at least prompt me every time an unfamiliar program tried to access the internet for the first time. Thanks. My Windows Firewall was set at the default settings, if that helps any. It seems like it's another hit and miss item with Vista.
