Control Panel + some windows stuff not working!

Just overclocked my computer, and the strange thing is control panel now does not
want to open + when everything works[very seldom] windows does not detect my correct
computer speed. Few weeks ago when i overclocked, the computer detected it at 3.2ghz
just fine, but now its at 1.86ghz[when working]. What annoys me is that when double
click on control panel, a window flash briefly and disappears and thats the end.
Because cannot go control panel, i cannot go in network and sharing centre and the
search from the start menu also does not work [eg. cannot find event viewer whereas
when working event viewer can be found]. Lastly, when i use vista manager to try
to view such as network utilities, i get an error wif this log...

found at http://www.filefactory.com/file/a89fef/ cuz i cannot post the thing for
some reason...

any help is appreciated!!

Dear Edwin.... Why don't you try undoing what you did to begin with, see if that sorts your probs out. Restore! BUT DO NOT OVERCLOCK!
