With 'Creative Alchemy' I am able to enable EAX sound with Vista -- however I am 
having skippy sound on some games.  I have played with my PCI latency settings but 
it was of no help.  I have also modified alchemy.ini and dsound.ini and made a little 
bit of experiment with duration and buffer settings.  I am using Creative X-fi platinum. 
 What else could be the culprit behind this?

Crappy Creative drivers.Do you have the latest drivers? http://forums.creative.com/creativelabs/board/message?board.id=Vista&message.id=5021 Maybe wade through the threads on the Creative forums and see if your issue is covered.
