I want to remove a program from the guest user account but leave it on the other two user accounts. Can I do this? If I do this will the program still function correctly in the other two user accounts.

You sure can. That is exactly what the different users accounts is for. **BUT**, this does not mean you can delete it from the installed folder on the hard drive. What exists on the hard drive must stay essentially the same. You can restrict the other user from having privileges such as accessing files and programs, (should you have an intelligent young person that might do something behind your back), or just have an optional desktop.

You will basically have to set up Parental Controls for the account.
1- Log in to a user account that has administrative privileges.
2- Click the Start button, choose Control Panel, and click Set up parental controls 
for any user.
3- You come to a page that shows the name and picture for each user account you’ve 
created Click the user account for which you want to set up parental controls.

To Block and allow programs

1- Click Allow and Block Specific Programs.
2- to allow the user to use all programs select " can use all programs".
3- To restrict programs, choose  can only use the programs I allow. And then 
select programs you allow.
5- Click OK

As an administrator, you can view the report for any user at any time Click View 
activity reports.

The report shows the top 10 visited Web sites overall, the last 10 visited sites, 
file downloads, login times,
programs used, games played, instant messaging information, e-mails sent and received, 
and more. Basically
you get to see everything the user has done.

I tried that and it and it removed it from all the user accounts. I had to reinstall back on administrator account. so that did not work, what else.

Now we need to talk business. What program are you trying to limit usage of and what classification of person are you trying to limit usage to. System items are handled differently than, say some game software. Don't just jump in deleting stuff. That is not necessarily how to do things. On a user account you can delete an Icon from a desktop. You on the other hand might have to change user privileges to prevent them from just looking on the H/D and putting a shortcut right back on their desktop. We need to find out what your needs and demands are first.
