Do you have the latest version of Net Framework installed? Go to the following link.
http://www.microsoft.com/downloads/details.aspx?FamilyID=333325fd-ae52-4e35-b531-508d977d32a6&DisplayLang=en

Make sure the program you are trying to run is compatible with the version of Framework 
you are running.
