When using my mouse in Vista, sometimes it will freeze in place for several seconds and then after the little Windows Vista circle appears, it will work again. But this occurs constantly as I am using the computer.

Is this a corded mouse or a Wireless mouse? If wireless have you checked the batteries? 
Is it Inferred? If so try it on a pain sheet of paper or your pant leg and see if 
it works better.
