Windows Installer quit working.

I cannot install anything anymore on my laptop. Whenever I try to, I get the following
error message:
"The Windows Installer Service could not be accessed. This can occur if the Windows
Installer is not correctly installed. Contact your support personel for assistance."
It just suddenly started doing this. Someone told me it might have to do with an
update that gets installed, but I do not recall any updates. I have not been able
to find a solution anywhere for this. What do I do?
(it is Windows Vista)
