Menu bar position in Vista window

Does anyone know how it might be possible to reposition the menu bar in a standard
Vista window so that it appears immediately below the title bar (the position it
occupied by default in earlier versions of Windows)?
I know that this can be done using a registry hack in Internet Explorer 7, but I
haven't yet found a way of moving the menu bar in a normal Vista window.
Any help is greatly appreciated.

I'm not sure what you are calling a NORMAL Vista window. Any window is an application,
a program and the placement of components of that window is dictated be each program
in the way it is written. Just about everything that belongs to Vista, I mean written
and installed by the vista program is a variation on the The 'Windows Explorer' window.
In every one I have seen the 'Menu' bar is directly below the 'Title' bar.
