Using Vista Home premium, http sites are OK, but IE will not access https sites. Firefox does access, so it isn't a firewall problem, but is strictly IE. Trial and error, plus some Googling, I have found that Cipher Strength is set to 0-bits. Googling tells me how to fix Win2K or WinXP, but not Vista. How can I increase Cipher Strength to 128-bits? Installing Service Pack 1 for Vista made no difference.
