I have a question about I get a 'File not found' message when I try to start any program:

Alright, none of my exe files work. Whenever i click on anything it says file not found.. I looked in C: and i checked and Program Files folder is missing. I was willing to do system restore but i can't even do that because my cpu can't recognize the cd. Nothing really works besides internet explorer.. BTW.. i tried the 07-102.inf idea but i couldn't install it.. I also tried to run msconfig, and regedit but neither worked. I can't run any virus scanners because they are applications and they can't be found.. PLEASE help!
