On my Dell XPS 1640, I'm trying to use the Disk Management Console GUI to reduce 
the size of my C: drive, so that I can then create a new partition in the resulting 
empty space.  It seems to be starting, but then stops with a message of "Access is 
denied." I have only one account, and it has admin privileges.  Any ideas on how 
to address this would be appreciated.

Try creating another account with admin rights, log in using the new account and see if you can resize your partition, it maybe that your original admin account has become corrupt.

Thanks Kevinh,

As of today, this laptop is only 14 days old, and all other admin functioning I've 
used is fine.  I thought it may be due to something in McAfee Security Center, but 
if it is, I can't find it.

Maybe the Laptop Manufacture disabled the feature do to Hidden System Recovery Parttiton

There is a recovery partition, but it shows as the D: drive, and it is located physically 
before the C: drive.

I still think Dell disabled the feature, but just guessing. Why don't ask them. Dell.com

Maybe Vista is invoking UAC and running it under non admin rules for some stupid 
reason. Try running that MMC directly from the run box and see what happens.

I haven't tried this yet;  but I did activate the Administrator account, where it 
had the same unsuccessful result.
