Is this basically what you see: Screen goes black, then you get the MS screen with
a progress bar near the bottom, then black again until you see the welcome screen?
That's normal, along with pauses as Vista loads; as you've not provided any details,
it is somewhat difficult to know if what you are seeing is what you ought to see.
(I don't recall precisely what happens during that last step if you don't use a password;
if you do, you get the welcome and a place to type in the password.)

hello
Is this a laptop? I have a client whose laptop goes like that (blank screen and flashing
cursor) when it gets too hot, she was using it on her lap, but when she placed the
laptop on a flat surface where the air was allowed to circulate properly it boots
up everytime without any problems

The cure for the problem is simple: Delete the extraneous apostrophe in "stay's"....
On the serious side, this link may lead you to an actual cure; as always,
I make no guarantees other than my usual money-back offer if this does not assist
you:

It is entirely possible, perhaps even likely, that someone else will provide you
with better assistance than I can.

One thing that is rather common as already suggested it the heat issue. If you have
been doing a lot of work and the machines gotten hot let is rest (cool) a bit before
attempting a restart. Much like a hot car, if you just shut it off, the fan has now
stopped cooling it and it actually gets hotter for a few moments and it takes even
longer to cool before it can reach a temperature that it will allow itself to restart.
Just a little extra advise;
Never use a laptop on a cloth (especially something like a blanket or comforter)
surface, sofa or chair.
Always let it cool (Idle) foe 5-30 minutes before shutting down.
Programs like games and photo rendering use more processor power causing more heat.
In a laptop a fragmented hard drive can cause more heat to build up as it has to
search and seek more taking longer to find a file.
Getting a Laptop fan/cooling unit saves a lot of heat strain on them.
