Very slow download

I am having a problem with my sister's new Sony Vaio all in one desktop. Runs Vista 
OS.  I have uninstalled all the bloatware that came with it.  The biggest problem 
is that her downloads are very slow , sometime as slow as 56K dial up. She has Shaw 
cable internet service. Her old computer running XP is much faster , so is my brother 
in laws MAC. I am using direct connection to the router , ie no RF . I have even 
tried direct connect to cable without router with no effect on speed. I also tried 
 disabling Antispyware and anti virus with no effect. Sometimes the download starts 
fast then slows to a crawl . Some web pages wont open with IE .Same pages OK with 
Firefox, so she now uses Firefox. 

Should I ask her to delete the Network card using Device Manager and have windows 
redetect it again? 

 I need some advise what to do try next .

Doubt it has anything to do with the NIC. Cable internet speeds vary drastically 
depending on how many users are on at that time, just the nature of how it works. 
You can call the ISP about it but no guarantee they will do anything about it.

If its ISP related then the other 2 computers connected to the same router and service 
should exhibit the same problem but instead they have a much higher download speed 
from the same website and they do not get stuck haflway thru the download.
