Vista restarts instead of shutting down

When I shut down my machine, Vista goes through the shut down process just fine, 
the machine switches off, lights go out, fan stops, and then after about 2-3 seconds 
of silence it starts up again all by itself.

The only way to switch it off, is to wait until the machine shuts down, and then 
quickly switch off the power at the power supply switch!

If I switch the power supply back on again then the machine will stay switched off, 
so this must be some shut down issue?

I have been through the bios settings to disable all wake ups.
I have set power management to shut down not hibernate.

This started happening after a windows vista automatic update.

So I guess two questions, 
1. Any ideas how to stop this?
2. If I upgrade to Windows 7 is this likely to solve it?

Windows computers will restart when Windows crashes. So yours is probably Crashing when you shut down, so it restarts instead. You can turn that feature off in System Properties, under the Start up and Recovery Tab. un-check Automaticaly Restart.

Uninstall the Update and see if it corrects the problem also.

Follow Steve's advice to disable auto restart. Upgrading to windows 7 is very unlikely 
to help, upgrade installs are prone to problems on perfectly running systems. On 
one already acting up they are likely to just amplify and worsen the existing problems 
while adding new ones.

Thanks for the advice - a good idea, I tried it, but unfortunately it made no difference, 
machine just starts itself up again.
This has been happening for some time, so I have no idea which update it was that 
caused it, so I cant uninstall it.
