Before the DST change this 1st nov. 2009, a directory on Vista was synchronized with
an USB drive.
When trying to synchronize the same directory with the same USB drive, all files
on Vista have their time off by one hour; those files weren't modified in any way,
so the timestamps are expected to match.

At a guess:
Vista and Win7 use the clock the "correct" way - i.e. the PC internal clock is always
at UDT, and the Windows clock reflects the time zone you have your computer set at.
So make sure your time zone (and thus difference from UDT) are correct.

Oh, and make sure you have "adjust clock for daylight saving" ticked. Do NOT move
the clock yourself.

The clock was setted as mentioned, with the correct timezone and the DST check active
(automatic adjustment of DST).
I think Vista may have done the same thing in reverse in march 2009: i.e. all dates
on local disk were older by 1 hour; this nov., all dates on local disk are earlier
by 1 hour.

I was using Total Commander to do the synchronisation.
Fortunately, here's an extract of Total Commander's Help about this problem:
"NTFS daylight saving correction
Ignore 1 hour time delay
This option lets Total Commander ignore this 1 hour difference in the time stamp
in 'Synchronize dirs' and other compare functions.
Reason: When using Windows NT, 2000 or XP, it's possible to use two file systems,
FAT32 or NTFS. While FAT32 stores the local
time of files, NTFS stores the GMT (English standard time) of the files. When going
from Summer (daylight saving) time to Winter (normal) time, the local timestamps
on FAT32 will remain the same, while files on NTFS drives will have the time changed
by 1 hour because the time zone difference to GMT changes by one hour. Therefore
files on FAT32 and NTFS drives which had identical times before the time change will
suddenly be different. Thanks to this function, the files can still be detected as
identical."
