Default ''Read-Only'' of files and folders

For whatever reason, any new file I create, download or otherwise on XP is automatically
marked as a read-only file disabling my ability to edit or delete it simply. And
more importantly, for programs that make changes to these files, they encounter an
error because they are unable to make the changes either. Does anyone know where
the option to turn this off is, or a method to remove the command?
