''Setup.exe can't be run from DOS''

I upgraded to XP Pro from Win98se and everything wored fine, but then some problems
started happening that led me to have to reformat. I loaded on an additional win98se
(so i had 2 os's on my machine) to back up my files. Then I formatted my C:. Using
a Win98 startup disc, I'm in DOS and now with my XP disc, if i type setup.exe at
the cd-rom prompt, it says:
"This program cannot be run in DOS mode." Anybody know how to fix it? I read a similiar
issue's response that said to go to the I386 directory and run winnt.exe. This sends
me to a screen asking where my xp files are...but i dont have any. Another response
to that topic said to change my BIOS settings to boot fromma cd-rom, but I don't
know how to do this. Thanks for the help.
