Start a program, get windows installer instead

Often when I start a program, the Windows Installer comes up 6 times in a row asking 
to install a component for a completely unrelated program.  After you deal with the 
6 Installer questions (pressing Cancel - you don't want to actually install or you'll 
be doing a system restore next!), the program actually starts.  Has anyone else seen 
this?

P.S. Watch out for system restore!  I lost an afternoon's worth of work when it decided 
that my source code was a bad driver or something!
