As far as I can tell it's *not* available if you're using the new windows XP start 
menu.  However, if you're using the classic start menu (I like it much better), it's 
possible to enable Personalized Menus (I think this is the feature you're describing).

To get to start menu properties...
Using the new menu: open it, right click on the bar just above "start" and select 
"properties"
Using the Classic Menu: Start-->Settings-->Taskbar and start menu

Click the Start Menu tab, then select the Classic circle and click Customize to the 
right. At the bottom of the scroll box is personalized menus; check it and click 
Ok Ok Ok etc to save everything.
