Dial-up problems

Two things: 1. When I connect to my ISP, I notice that the first time I connect it always connects at 32 kbps, then if I shut down and dial again, it connects at 42 kbps, then the third time it's at 46 kbps. This happens nearly every time, without fail. Three connects to get to 46 kbps. And this has only started happening since I installed XP. Anyone know why? 2. Since I installed XP, my Pegasus mail will not dial up. Netscape won't either. I've made all the proper option changes and even moved my wsock32 to a different folder (as Pegasus suggested), but these two programs refuse to dial up my ISP. Explorer works, Sonic Foundry software works, Adobe software works. Does anyone have any experience with these two programs? rgb
