I spent two hours with the useless MSN technical support on this issue, and finally 
discovered it on my own.

Open Control Panel > Internet Properties
Select the Connections tab
Select "Never dial a connection"
Select OK

I occasionally have had to repeat this operation, since something in the Internet 
Explorer / Instant Messenger package resets it to "Always dial my default connection."
