Question about 'Making Sure the Correct HAL is Installed'

Any idea why after upgrading win 98 to win XP, the PC will not boot and the message "file hal.dll is missing or corrupted" appears? Could the file be corrupted on XP CD? Could BIOS version affect this? Tried it twice. MS support is of no help.
