Give this a go:

The @Home software includes a few little tricks to keep your proxy server set to the one @Home wants you to use. Every time you restart your machine, the proxy settings will be reset to http://proxy:8080.

Uninstalling the @Home software package doesn't appear to stop this.

There are two DLL files which are causing this to happen: ahiehelp.dll and ahnsreg.dll.

Both can be found in c:\windows\system\ on a Windows 98/ME system. Windows NT/2000 users can use "Search for Files or Folders" to locate these DLL files. The will most likely be found in the c:\winnt\system32\ directory. These files stand for "@home Internet Explorer Helper" and "@home Netscape Registry".

Apparently NT4 users can type REGSVR32 -u hiehelp.dllat the command prompt to unregister the DLL properly.

Start up in safe mode, delete these two DLL files, and the problem should disappear.

Note that this solution worked for the Australian version of the @Home service called Optus@Home. Software may be different from other countries' @Home services but seeing as Optus@Home was based on Excite@Home there should be minimal difference.
