I also had this happen. I searched Microsoft's Product Support webpage and found solution Q307153, which worked. You need to get to the \WINDOWS\SYSTEM32\CATROOT folder and delete any files in this folder, after which the install will work just fine. Either use Windows Explorer from Win98, or boot to the XP CD, or to a 98 boot floppy.
